January to March 2017A post by Prof Narsey - Correcting myself: remember the 2000 RFMF Evans Board of Inquiry Report ? (28/3/2017)
My last post stated “Current SODELPA and Bainimarama Government (Fiji First Party) leaders might also wish to explain to the Fiji public why none of them are demanding a Commission of Inquiry into the 2000 coup and the 2000 mutiny”. This might imply that there has been no inquiry. But how could I forget that there has been an official RFMF inquiry- headed by Lt. Col. J.B.N. Evans, with members board Major Aziz, Major Gucake, and Warrant Officer Maccomber. This Evans Board of Inquiry (EBOI) was tasked with inquiring into the CRW Unit’s illegal takeover of Parliament and the holding of hostages between 19 May 2000 and 3 July 2000. The resulting Evans Board of Inquiry Report (EBOIR) are on the website TruthforFiji, in two pdf files. The larger piece (a massive 31 megabytes long) is here The smaller piece with some missing pages from the first are here The myths dispelled by the EBOI While this Evans Report has been available on the Internet for years, I doubt if many have read it from beginning to end. It is not only incredibly long (more than a thousand pages) with some sections mixed up, but some of the text is in the Fijian language, with no translations in the Report. Failure to publicize what the Report contains has allowed many myths to be created such as Thakur Ranjit Singh’s belief that Bainimarama saved Indo-Fijians in 2000 and should have a national holiday in his name, like Lord Rama and Diwali (Brisbane Indian Times). But what a detailed reading of the official RFMF BOEIR makes clear (with direct quotes and detailed page numbers given here) that Bainimarama knew weeks in advance that the coup was about to occur but did nothing to stop it: he was not the savior of the Indo-Fijians in 2000. Many senior RFMF officers, never publicly identified, were fully supporting the 2000 coup. Only a few RFMF officers opposed the 2000 coup (never thanked either). Most RFMF officers sat on the fence waiting to see who would win. The EBOIR details the former commanders, chiefs, politicians and civilians who planned the coup. Detailed quotes All my quotes here are from the two pdf files on the Truthfor Fiji website, which comprise the EBOIR, one copy miraculously surviving to see the light of day. Unfortunately, the pdf page numbers to do not follow the EBOIR page numbers because the photocopies of the Report were apparently mixed up when converting to pdf pages in the file given on the website. I give the page references in pairs eg (p. xv/p. 16). The first number (p.xv) is the page number of the EBOIR itself (to be seen at the top of the page); the second is the page number of the pdf document which is at the bottom of the page (sometimes, but not always the page number in the top bar). The missing BOI pages which are in the second pdf file, are labeled MBOIR with different page numberings (and contain the brief evidence of George Speight). The full lists of the witnesses and their evidence are given on pdf pages 265 to 267. Who did the coups? No one doubts who led the 1987 coup (Rabuka) and who led the 2006 coup (Bainimarama). However, there are many misconceptions about the leaders of the 2000 coup, wrongly labelled the “George Speight coup”, largely because of his prominence in the media when the real coup leaders chickened out at the last moment. Sadly there has also been enormous propaganda about the role of Bainimarama in putting down the coup, while the secret roles of a few other army officers supporting the coup have never been brought out. The 2000 coup is a horribly complex story of scheming politicians, chiefs, religious leaders, former coup leaders, former commanders and a small number of senior officers. Central to this story is the hidden underbelly of RFMF internal politics starting when Bainimarama, a naval officer, was made Commander. There was internal unhappiness that a lower ranked and relatively inexperienced naval officer was being promoted above more senior, better qualified, and experienced officers who belonged to the land forces, which were the bulk of the RFMF. Who schemed to make this happen is another sad story about Fijian chiefs and former commanders. The truth of the 2000 coup story, which is only sketched in this article, is stranger than any fiction. This post also gives glimpses of the terrible deterioration in the professionalism of the RFMF since the 1987 coup till now, which it will take a miracle to restore. When we add to the story the massively increased influence of the dollar diplomacy of China and Indonesia in Fiji and Melanesian politics, I suspect that Australia, NZ and United States foreign policy advisers on the Pacific would be having many nightmares about this “security black hole” that has opened up in their backyard, largely because of their benign neglect. There is little prospect of them ever regaining their old influence over Pacific Island countries like Fiji, Solomon Islands, Vanuatu and PNG who they continue to treat with disdain. Radio New Zealand reports that Prof Wadan Narsey says the deaths of five soldiers have been ignored by the Fiji authorities who are supposed to uphold human rights. Click HERE to Listen to full interview with Jo O'Brien on Dateline Pacific. TRANSCRIPT A prominent Fiji economist has hit out at what he calls 'posturing' human rights defenders that are ignoring past and present injustices. Wadan Narsey has written a letter asking whether the Fiji Human Rights and Anti Discrimination Commission is investigating the deaths of five soldiers following the 2000 mutiny. It comes after the Commission's Director Ashwin Raj defended a statement on racism made by Fiji's Permanent Representative to the UN Ambassador Nazhat Shameem Khan. Jo O'Brien asked Professor Narsey why he wrote the letter. WADAN NARSEY: The primary reason is that justice has to be given for everybody not just the powerful people but also for the smallest people in society. I mean everybody knows the biblical saying you know whatsoever you shall do to the least of my brothers and sisters you are doing to me. You know here in Fiji at the moment there are people being prosecuted for all kinds of things, particular people in the media you know who are being persecuted for things which would never be considered to be crimes and people have been denied bail to do important things in their lives such as the Fiji Times Publisher Hank Arts was stopped from going to New Zealand to attend his daughter's wedding I mean for absolutely frivolous reasons even though there was incredible sureties given by not just himself and his family but by prominent businessmen in Fiji. We have a prosecuting arms of government. You have a Human Rights Commission people who are like snapping dogs at whomever is deemed to be an enemy of the Bainimarama Government and right under the carpet are these massive crimes which have been in people's minds like a cancer for the last 14-15 years where people were tortured to death. Five soldiers were taken from their homes, taken from police custody by the military and then they ended up dead that evening. And nobody in Fiji none of the prosecuting arms, none of the human rights organisations want to ask 'hey hold on where is the justice for these five people who were killed, tortured and killed without trial, judge or jury. JO O'BRIEN: So why have you raised these issues now and particularly directed your concerns to the Director of the Fiji Human Rights Commission? WN: He is one of the people who has been adamantly attacking anybody who raises issues of indigenous rights and the need to have everybody equal before the law. I am directing these concerns to the Fiji Human Rights and Anti Discrimination Commission, there is a judge who is now the Chairman of that commission and he of all people will know that people are presumed innocent until proven guilty in a court of law. And those five soldiers who were tortured to death did not ever go before a court of law. And I am putting it before the Director of Public Prosecutions because he also has been targetting people who are seen to be not sympathetic to Government and prosecuting and trying to bring people into line. So I am just simply writing that and letting the public know and the international media know that there is all this intimidation going on. There all these organisations posturing to be defenders of human rights when there is incredible breach of human rights right in front of them which is the loss of life of five people who were never taken to a court and found guilty of anything and they ignoring all that. So it is something that I am going to try and let Fiji people understand what is going on and of course the international media as well understand that there are these gross injustices that are going on by people in power and by people in power I'm referring to not just the people in the Bainimarama Government but also on one political party, the main political party, opposition party SODELPA, some of whom have been implicated in some of the inquiries that took place although none of the reports have ever been published. PROF WADAN NARSEY publishes his "Letter to the Editor and to FHRADC and MIDA to ensure that the public gets to read this, whether the newspapers in Fiji publish or not. Further, with any number of persons being prosecuted, convicted and jailed, for all kinds of alleged crimes in the last few years (some still going on) it is important for the Fiji public to have a better understanding of the nature of the prosecuting arms of the Bainimarama Government and the institutions and persons who are paid by taxpayers to safeguard their basic human rights". His article is "also directed to elicit the extent of commitment of some political parties and leaders (like SODELPA) to human rights and justice for all."
22 March 2017 Letters to the Editor Fiji Times and Fiji Sun, Director Fiji Human Rights and Anti-Discrimination Commission (Ashwin Raj) FHRADC Commission Members (Justice Mohammed Ajmeer, Faiz Khan, Selina Lee Wah) Director of Public Prosecutions (Mr Christopher Pryde) Dear Sir It is encouraging to see that Mr. Ashwin Raj the Director of FHRADC (and Chairman of MIDA) is proactive in wishing to right the wrongs of some of the “institutionalized racism” of the past, an objective which I share. By this Letter to the Editor, I request Ashwin Raj and the Commissioners of the FHRADC, and the Director of Public Prosecutions, to inform the Fiji public whether they are investigating the denial of the most important human right of all- the right to life- of the following five CRW soldiers who died under questioning, while they were in the custody of the RFMF following the mutiny in 2000: Selesitino Kalounivale, Jone Davui, Epeneri Bainimoli, Lagani Rokowaqa and Iowane Waseroma....... CLICK HERE TO READ WHOLE ARTICLE .......As Chairman of the FHRADC (Justice Ajmeer) will no doubt appreciate, these five CRW soldiers were presumed innocent until proven guilty by the Fiji courts (some undoubtedly were innocent). Only Ashwin Raj and the Fiji Human Rights and Anti-Discrimination Commission can provide closure to the still grieving families of the five CRW soldiers who were killed in military custody in 2000 without trial, judge or jury. Raj and the FHRADC can reassure the Fiji public that they are ready to defend the human rights of everyone in Fiji, whether they are powerful (like Madam Nazhat Shameem) or weak, like these forgotten deceased CRW soldiers. In case Raj might feel inclined to label this letter also as “vitriolic diatribe” from “self-selected moral entrepreneurs and armchair critics” (The Fiji Times, March 18, 2017) I remind him of a well-known saying is supported by all world religions: “Truly I tell you, whatever you did for one of the least of these brothers and sisters of mine, you did for me”. Current SODELPA and Bainimarama Government (Fiji First Party) leaders might also wish to explain to the Fiji public why none of them are demanding a Commission of Inquiry into the 2000 coup and the 2000 mutiny, which resulted in the above gross injustices, shoved under the carpet for the last seventeen years. I cc this Letter to Editor also to Mr. Ashwin Raj as Chairman of MIDA in the faint hope that he will encourage the two newspapers to publish this letter as an indication that he will not be influenced by any conflict of interest in his two important positions as Chairman of MIDA and CEO of FHRADC. Yours sincerely Professor Wadan Narsey CLICK HERE TO READ WHOLE ARTICLE Its interesting that Khaiyum's TRADE Minister, Faiyaz Koya, while responding to questions from Opposition member Semesa Karavaki, claimed that the dictator was handing out free cheques to people as part of the dictatorship's efforts with helping the grassroots people.
According to F Koya the people had asked for equipment and the dictatorship wanted to uplift them out of poverty. Oh really! So what about the victims of TC Winston? They too also asked for help, over a year ago! Cash had also been donated by the international community, amounting to $200 million! It was to help the victims, but not all the money has been spent on the victims. Approximately $20 million was given out in dodgy help for homes schemes. So where is the rest? It has magically disappeared! Don't forget that JV Bainimarama proudly boasted, as if he was doing the people a favour, that the victims could access their FNPF pension savings to help rebuild their homes. That's right, the victims had to use their own pension savings to help rebuild their lives, while JV Bainimarama kept over $180 million!! That's stealing from the victims! That's corruption! That's bloody low-down! Some victims choose to use their savings on other things. Any why not! After all, it was their hard earned savings. Its March 2017, well after a year has past, and many of the victims still live in tents, in poverty, while their children still attend school in leaking tents. But there is good news, JV Bainimarama decided to pay himself an extra $3,000 a day in allowances while jet-setting around the globe, attending rugby sevens matches and meetings. This is in addition to JV Bainimarama's $250,000 plus salary, government house, meals, entertainment and loads of other free stuff and benefits. All at the taxpayer's expense! He even got $5 million to renovate his already luxurious and free govt house. A recent poll suggested that he has 37% support. Seems the people have become more aware and fed-up of JV Bainimarama's lies and corruption. So now, months before the next election, we have the puppet TRADE Minister, F Koya, claiming that the dictator had been handing out cheques to people as part of the Bainimarama dictatorship's promise given after the [2014] election, and that it was not a vote buying exercise. The bainimarama dictatorship made many promises since it overthrew the last democratically elected government. I cant think of one they have actually kept and applied evenly and fairly to those who needed it the most. They promised not to charge VAT on basic food items, they added 9%! They promised free and fair elections. It was rigged! They promised less corruption. Corruption is at the highest levels ever in Fiji's recorded history! And so it is with poverty, unemployment and national debt! So what do you think? Was the Micro and Small Business Grants distributed by JV Bainimarama under the small and medium enterprises (SMEs) scheme a vote buying exercise or not? I think many across Fiji have become aware of the answer. FIJI VILLAGE reports that the Director of the Fiji Human Rights and Anti-Discrimination Commission, Ashwin Raj, has confirmed that there are no two versions of Ambassador Nazhat Shameem Khan’s statement at the 34th session of the Human Rights Council. And that she did not use the words privileged caste! Yeah Right!
IF YOU watch the UN's recording of her speech she does mention the word privileged CASTE! Click HERE to see the recording for yourself. This is another example of the arrogant Ashwin Raj lying to the people of Fiji. Prof Wadan Narsey writes another spot on account of Nazhat Shameem, indigenous rights and the rule of law in Fiji!
According to Prof Narsey, "Nazhat Shameem is one of the brighter lawyers that Fiji has produced in recent decades. She was once destined to be a star nationally and internationally. That is, until she took, in my personal opinion, a wrong turn in 2006 (that die may have been cast when the Qarase Government refused to support her applications to a prestigious international position). But in 2006, High Court Judge, Justice Shameem irregularly chaired a Judicial Services Commission that appointed Anthony Gates as Chief Justice, who (with Justices Pathik and Byrne) subsequently and strangely concluded that Bainimarama’s 2006 coup was legal. By that one decision, and totally ignoring the fundamental legal principle of the rule of law verified by the 2009 Fiji Court of Appeal ruling that the 2006 coup was illegal, Shameem hitched her wagon and sharp legal mind to an illegitimate treasonous Bainimarama Government that ruled Fiji until 2014. Since then, as a consultant to the Attorney General, Shameem has been providing all kinds of advice (paid and unpaid) to the Bainimarama Government, including many inputs into the imposed 2013 Constitution which she continues to defend and buttress. Recently, she has been taking a high profile role as Fiji’s Ambassador in Geneva, where she no doubt impresses the international diplomatic community, given that she is an articulate and forceful woman diplomat, of whom there are not too many internationally, and certainly not from the Third World and Oceania. But it is in defending the Bainimarama Government’s policies through verbal contortions and half truths (in the vein of Ashwin Raj, Christopher Pryde and recently Calanchini), that she becomes most vulnerable to criticism. Of course, there are some ethno-nationalists in SODELPA who are guilty of some of Shameem’s accusations, but Shameem’s statements deserve fair analysis, without in any way defending the racism that was behind the plotters and supporters of the coups of 1987 and 2000, some of whom are still in Bainimarama’s government today, as they are in SODELPA". Click HERE to read more. Calls for resignation of Fiji's UN Ambassador
Radio NZ reported that Fiji's opposition SODELPA party has called for the resignation of the Fijian ambassador to the United Nations, Madame Judge Nazhat Shameem [as she likes to be called in Fiji], after she described the past protections of the rights of indigenous Fijians as institutionalised racism. Shameem was addressing the UN Human Rights Council in Geneva on the 1st of March 2017. This is another dirty attack on indigenous rights! Shameem is using rhetoric [fancy words] to fool the UN Human Rights Council in Geneva into supporting Khaiyum and Bainimarama's indigenous cultural genocide. Their aim is to weaken indigenous rights to gain access and control of the highly valuable indigenous lands and resources! In her comments she said, "Racism was institutionalised in Fiji to such an extent that it instilled a 'privileged caste'." [Indigenous Fijians] "Rights of the majority in a democracy whether indigenous or not must not be used to suppress the rights of the minority and vulnerable communities," she continued. The SODELPA vice president, MP Ro Kiniviliame Kiliraki said Shameem's comments were misguided and smacked of prejudice. He said they amounted to a deliberate misunderstanding of the grievances of the indigenous community in Fiji and were contrary to international law on the rights of indigenous peoples. "She should retract that statement. In fact we are calling for her resignation. It is out of line as far as Fiji is concerned. It is an insult to the indigenous people. And at that level, she shouldn't be there." BUT Madame Shameem is part of the very new elite and privileged caste now in Fiji. They and their family and friends are above the law and benefiting from all their corruption. Since the December 2006 coup, Nashat Shameem, JV Bainimarama and Khaiyum, and their corrupt family and friends have been more equal than others in Bainimarama's Fiji Fiji's Ratu Inoke Kubuabola is another master of lies, deceit and trickery. Its easy to imagine him as a gentle and pleasant human being just from looking at pictures of him smiling and laughing in the presences of foreign diplomats and world leaders. But the reality is that Ratu Inoke Kubuabola has been a key player behind all of Fiji's coups!
He is a known racist and is infamously known throughout Fiji as a opportunist, a man who will say and do anything to get a top Government job, at any cost, including treason! He has been in the background of all Fiji's coups conniving and planning. In the 1987 coup Ratu Inoke Kubuabola was one of a gang of 10 who conspired to influence the Military Forces to overthrow the democratically elected Fiji Labour Party Government, and then Prime Minister Mr Timoci Bavadra. For his treasonous behind-the-scenes and sinister efforts Ratu Inoke Kubuabola was made Minister of Information, spreading lies and deceit to the Fijian people and the world. In the 2000 coup, which overthrew the Chaudhry Government, the treasonous Ratu Inoke Kubuabola was made an Ambassador for his efforts. The 2006 coup again saw the racist and treasonous Ratu Inoke Kubuabola rewarded with the Minister of Foreign Affairs role. February 2017Fiji is not being governed by the people, for the people. Its being governed by a corrupt and lying dictator, for the dictator and his corrupt family and friends! With military officers as the power base. Khaiyum maybe running things but the military is the actual power.
Without this military support JV Bainimarama would have been arrested and imprisoned along with his conniving and opportunistic puppet master, Khaiyum, who has been implementing his policies for indigenous cultural genocide and land theft. This is done with JV Bainimarama's approval, who in turn is acting at the mercy of the military officers. Without Bainimarama, say military sources, Khaiyum will be in serious trouble. None of them like him. Individual officers who stood up to khaiyum have been sidelined or removed. But Bainimarama needs Khaiyum so that he can maintain his new lifestyle filled with riches, bribes, free rides, perks and a stay on imprisonment. In return Bainimarama allows Khaiyum to do pretty much whatever he wants, so long as he continues to provide JV Bainimarama with a continuous supply of stolen millions. Stolen from the people of Fiji! Fiji's national debt has grown by $2 billion under JV Bainimarama yet poverty, cost of living, crime, rape, unemployment and suicide is at an all time high in the nation's history. Hospitals don't have the proper equipment, medications and supplies. Meanwhile JV Bainimarama travels overseas for all his medical check-ups at the Fiji taxpayer's expense, receiving an extra $3,000 per day in allowances. This is in addition to his annual $300,000 plus salary and all-expense paid visits to watch rugby sevens games with his family. Bainimarama already lives in a luxurious all expense paid government supplied home, but he has given himself $5 million to renovate it. Wow! Do you still think JV Bainimarama cares for the people of Fiji? If so then you are either benefiting from his corruption or a thick raving lunatic! But why are the military officers, many of whom are far more educated than Bainimarama and Khaiyum, supporting this corruption and dictatorship? Uneducated ordinary soldiers now receive higher salaries, after six months of training running around in the bush, more then graduates from University with three years of academic study. Military officers receive higher salaries than before, making it a lucrative career choice. So long as they are prepared to see no evil, hear no evil and speak no evil against the dictatorship. What is also interesting is that the $200 million collected by Bainimarama to help the victims of cyclone Winston has gone missing, but the military has received new toys costing millions! Dictator's Support Choir [right to left]: Brigadier-General Sitiveni Qiliho Major-General Jioji Konrote Brigadier-General Ratu Epeli Nailatikau Colonel Ratu Jone Kalouniwai Brigadier-General Ratu Epeli Ganilau Colonel Litea Seruiratu Colonel George Langman Commodore Viliame Naupoto Colonel Paul Manueli [Seated] Colonel Inia Batikoto Seruiratu Captain [Navy] Timoci Lesikivatukoula Natuva Captain [Navy] Esala Teleni Lieutenant-Colonel Manoa Gadai Brigadier-General Mohammed Aziz Brigadier-General Mosese Tikoitoga Lieutenant-Colonel Ben (Penioni) Naliva Major Aseri Rokoura FIJI'S Circus Court of Appeal ruled that Hank Arts' millions of dollars security undertaking was of no comfort! The corrupt Justice William Calanchini also stated that the wedding of Mr Art's daughter in New Zealand was not a "necessary or pressing" enough reason for Mr Art to be allowed to attend.
Calanchini also claimed that Mr Art's medical review could be performed by appropriate medical practitioners in Fiji so he didn't need to be seen by doctors in New Zealand. But why does the corrupt dictator, JV Bainimarama, then travel overseas, at the taxpayer's expense, for his medical check-ups while appropriate medical practitioners exist in Fiji? This is double standards and corruption! Especially when the AG's very own younger brother was not charged after committing the same offence as Mr Art. Investors beware! Calanchini is obviously another puppet in Fiji's corrupt judiciary where the new elite under JV Bainimarama are more equal than others. Click HERE to read more. As the country draws closer to the anniversary of TC Winston, Fiji's corrupt and lying dictator, JV Bainimarama, called on every Fijian to pray for the families who lost loved ones during the category 5 storm. 44 souls were taken in February 2016. Many lost their homes and have lived in tents ever since. Schools were also damaged.
The dictator said the thoughts of the entire nation, 12 months on, would be with families of those who lost their lives. Not entirely! Many are angry at why JV Bainimarama has not done more to help the victims 12 months on! $200 million in relief donations had been collected but only $20 million has surfaced in the help for homes. So where is the rest? Victims still live in poverty and in tents. Their children still school in leaking tents and there are lots of photos of this on the internet. Meanwhile, the selfish Bainimarama jets off around the world earning an extra $3,000 per day in allowances, and attends rugby 7's games all on the taxpayer's expense. Money that is better suited to helping Fijians in real need, instead of a greedy dictator. This is the very type of corruption that Bainimarama said had to be stopped. It was one of the reasons he gave for his 2006 coup. Yet here we are in 2017 with Bainimarama being the most greedy and corrupt PM in Fiji's entire history. He continues to lie and steal from the people! The cyclone relief donations were collected to help the victims, providing some comfort and helping to make their pain more bearable. But Bainimarama and his puppet master Khaiyum took all the donations for themselves! They didn't give a rat about the victims hardship or pain. Oh, but they did let the victims use their own FNPF pension savings to help rebuild their lives. Using their pensions only adds to their misery. But this is what the $200 million was for! So where is it? Many have speculated that some of it will suddenly appear closer to elections, in an effort to buy votes. For twelve months the victims have had to bear the pain and misery, while Bainimarama deliberately withheld the $200 million. By doing so it only added to the pain and misery. Now Bainimarama is trying to act all concerned like he cares, saying that February 20, will be a very painful time for the relatives and friends of those who were lost. The lying dictator has asked everyone to do what they can to comfort the victim's families and friends, meanwhile he and his corrupt family enjoy the $200 million. Deuteronomy 6:5 - And YOU shall love the LORD your God with all your heart, and with all your soul, and with all your might.
Luke 16:13 - No servant can serve two masters: for either he will hate the one, and love the other; or else he will hold to the one, and despise the other. Ye cannot serve God and money. Psalms 45:7 - Thou lovest righteousness, and hatest wickedness: therefore God, thy God, hath anointed thee with the oil of gladness above thy fellows. Matthew 6:24 - No man can serve two masters: for either he will hate the one, and love the other; or else he will hold to the one, and despise the other. Ye cannot serve both God and mammon. The JV Bainimarama dictatorship has failed the people of Fiji, especially the victims of the 2016 Tropical Cyclone Winston who still live in poverty and tents a year after the cyclone has past. Their children attend school in leaking tents while the $200 million in relief donations have gone missing! The PM's cyclone relief fund is also missing millions! Yet Bainimarama has received over $5 million to renovate/upgrade his already luxurious government supplied house. This is what the greedy dictator does, while pretending to care for the poor people!
Now the dictator JV Bainimarama states that his COP23 team and consultants have already started raising the necessary funds for the Climate Change conference in Germany, which Bainimarama will be Chairing. These funds, according to Bainimarama, are in the form of donations from an array of nations and foundations and will be deposited into [another] trust-fund in Fiji. Fiji's natural disasters have become the dictatorship's new cash-cow from milking money from donors! Bainimarama is selling the pain and misery of the Fijian people to raise funds under the guise of climate change. Remember that almost every year, Fiji experiences some form of natural disaster, hurricane, cyclone or gale force winds, with heavy rains followed by floods and landslides. It's kinda expected! The strong winds and heavy rains expose the poorly built homes, schools, churches and government roads and bridges due to corruption, poor planning and maintenance and no proper building codes and safety standards! People suffer, some die and government makes more promises to help the victims. Millions of dollars are again donated to help the victims but it also disappears without trace inside the Government relief funds. There is very little chance of the funds actually reaching the very people who need it. These are the acts of a low-down greedy, corrupt and lying dictator, JV Bainimarama! PROF WADAN NARSEY"s article Are there two sets of prosecuting rules in Fiji? (31 Jan. 2017) is a must read for anyone thinking of investing in Fiji. His article is further proof that there is no rule of law in Fiji.
In his article, Prof Narsey highlights the contrasting approaches taken by Fiji's corrupt DPP Christopher Pryde [a New Zealander] and the corrupt MIDA Chairman, Ashwin Raj [a local], to the Fiji Times case, as to who exactly are charged for mistakes made by subordinates. Click HERE to read more. January 2017THE Fiji Times publisher and general manager Hank Arts will not be able to travel to New Zealand to attend his daughter's wedding and to have a medical review.
The puppet Justice Thushara Rajasingheafter dismissed the bail variation application stating that Hank Arts' offence of communal antagonism was a serious offence that related to communal and religious relations of the community. It is alleged Mr Waqabaca, Ravula, Wesley, Mr Arts and Fiji Times Ltd made, or caused to be published, a statement in the Nai Lalakai newspaper that was likely to incite dislike, hatred or antagonism of the Muslim community. BUT the brother of the corrupt Muslim Khaiyum was cleared for broadcasting a similar statement on the FBC network that did incite dislike, hatred and antagonism of the indigenous Fijian community! Click HERE to read Prof Wadan Narsey's article Investors note, that this is the corruption and double standards that exists in Fiji under JV Bainimarama and his puppet master khaiyum! A very senior NZ Justice official once said that Justice does exist, the issue is the peoples' access to that justice. So what's the use of having "justice" if people can't access it! This is like an incompetent bureaucrat telling a starving child that food does exist, the problem lay in the child's access to the food, as if that was supposed to give the child some sort of comfort and easing of their hunger pains!
In Fiji, justice is selective! Bainimarama and Khaiyum's record has shown that "justice" is applied unfairly and immorally in the protection of their corrupt family and friends, who have gotten away with murder, rape, sedition, treason, torture and corruption. The Auditor General Reports have clearly highlighted a litany of corruption by JV Bainimarama and his puppet master, Khaiyum, who have stolen millions from the people of Fiji. Ordinary citizens and investors aren't so lucky! They face the full brunt of manipulated laws from the police, the non-independent judiciary made up of a corrupt Chief Justice and judges hired from Sri Lanka, the Director of Public Prosecutions [DPP], the Media Industry Development Authority [MIDA] and Fiji's Independent Commission against Corruption [FICAC]. The reality, is that there is no rule of law in Fiji, only selective justice, again and again! In November 2016 Fiji's dictator, JV Bainimarama, while touring the Middle East, asked for Israel's help in combating climate change [which is a money making scam for Bainimarama and Khaiyum] and invited the Israeli Prime Minister to visit Fiji.
Mr Netanyahu initially accepted the invitation but has since decided against visiting Fiji. I don't blame him because Fiji is a "high risk" under Bainimarama and Khaiyum. JV Bainimarama's record has shown that he [Bainimarama] is a liar and a thief who allows his corrupt and conniving AG Khaiyum, a Muslim, to run the nation as he sees fit, with Muslims being appointed to head government institutions. In return, JV Bainimarama receives large sums of money in the form of an annual salary over $300,000 plus a daily allowance of $3,000 for each day that he is away from Fiji. He is expected to be away for just over 150 days! This excludes his other benefits like housing, medical, transport, shopping, and free rides to attend ruby 7's games. His family also receives similar benefits. The corrupt and lying dictator told Mr Netanyahu that Fiji does its part to help keep the peace for ordinary men and women in troubled parts of the world. Claiming that he prides himself on coming to do what he can to make their lives better. Meanwhile, under Bainimarama, Fiji is experiencing its highest ever levels of rape, murder, suicides and poverty! Not to mention the highest levels of corruption and the attack on indigenous Fijian culture, rights and lands. JV Bainimarama, who committed treason, murder of CRW soldiers, and rape and torture of Fiji citizens, including the killing of an unborn child by jumping on the back of its pregnant mother who had been forced to lay down on her tummy, attended a ceremony at the Hall of Names at Yad Vashem. This is the Jewish People’s memorial to each Jew murdered by the Nazis in the Holocaust. The dictator then laid a wreath and lit an "eternal flame" to commemorate the six million victims of the Holocaust. He then went on to "promise the Israeli Prime Minister that our commitment will continue, just as I will tell other leaders in the Middle East that they can always rely on Fiji", and here lies the trick! Under Bainimarama, Fiji is being prostituted out to Khaiyum's global connections. Then a few days later, on 29 November 2016, Fiji's UN General Assembly President, Peter Thomson, wore a scarf decorated with the Palestinian flag draped around his neck at a UN session. This was a deliberate act during the UN session marking International Solidarity Day with the Palestinian People which coincided with the anniversary of the 1947 resolution in support of a Jewish state. Don't forget that many terrorists who had been caught in Iraq and Afghanistan had transited through Fiji's Nadi International airport. Senior army sources advised that Khaiyum had given these terrorists "SPECIAL PASSES" to travel freely in and out of Nadi Airport, without any of their baggage having to undergo any customs or security checks. This meant that they could have carried bombs, guns, handheld rockets, drugs and bullets. No one knows because no one was allowed to check. Then in January 2017, dozens of bullets for an M16 rifle were found on board a boat at a marina near Lautoka, Fiji. Fiji's Opposition defense spokesman, Mosese Bulitavu, claimed that it could be linked to a terrorist network planning an attack in the country or elsewhere in the region. Two men, the owner of a Lautoka pharmacy, Aiyaz Mohammed Mussa Umarji and his manager Naushad Ali, appeared in the Lautoka Magistrates Court charged with being in possession of arms and ammunition without a license. They allegedly had 179 live M16 centrefire bullets. Prime Minister Netanyahu's security detail may have seen all this as a high security risk. JV Bainimarama and his puppet master Khaiyum have extended their attack on indigenous rights and land ownership to include the beautiful little Polynesian island of Rotuma. The same island that their puppet president, Jioji Konrote, hails from.
They tabled two bills in parliament to replace the 89-year-old Rotuma Act and the 57-year-old Rotuma Lands Act. Both the Council of Rotuma and the Fiji Rotuma Association, backed by a petition signed by 85% of all voters on the island, have called for these bills to be withdrawn. According to Dr John Fatiaki, in his submission to the Parliamentary Standing Committee on Social Affairs, the Rotuma Bill and the Rotuma Lands Bill did not include any proper consultation with the majority of [Rotuman] people in 2011-2012, before the Bills were tabled in Parliament in May, 2015. In addition, the Review Committee's Draft Report discussion that was to happen before the 2014 National Election never took place. Dr Fatiaki said specific sections of the Bills eroded and removed cultural inheritance, economic and social rights and radically changed the system of governance by denying the authority of the Chiefs and the Rotuma council. The changes include removing the seven elected representatives of the people, replacing them with seven un-elected sub-chiefs, two ministerial appointees, the district officer and an ex-officio member. This argued Dr Fatiaki compromises the independence of the council. A new Forum will also take over the Council of Rotuma's function of managing the Rotuma Development Fund and the Rotuman Agricultural and Industrial Loan Fund. This argued Dr Fatiaki removes social, economic and political responsibility from the council, delegating it only traditional protocol and customs issues which undermines its authority. In addition, under the Rotuma Lands Bill, no Rotuman born after 1959 can be registered as a member of more than one Kainaga (clan). This ignores existing Rotuman customs which permits Rotumans to be registered with both paternal and maternal lineages. Under the Land Bill, Rotumans will be registered with both maternal and paternal lineages in a Puk 'Es 'On Famor Rotuma (PEFR), which is similar to the indigenous Fijian's Vola Ni Kawa Bula [VKB]. But this, says Dr Fatiaki, no longer means automatic entitlement to "hanua ne kainaga" (clan land). Click HERE to read more. The dictator's broadcasting corporation [FBC] reported that the Minister of Education, Reddy, has introduced a new book to the Fijian education system, in a bid to improve moral values.
Mahendra Reddy said that the book – Navigating the Heart, by Ock Soo Park – will help students make wise decisions. It will be distributed to all schools, he said, and will definitely re-enforce the dictatorship's objective in reaching out to students and equipping them to understand life and its challenges. But most sane people already know that the reality in Fiji is far different to the rhetoric, that fancy language khaiyum and bainimarama use to fool the less educated and gullible Fijians into believing their lies. Meanwhile, khaiyum and JV Bainimarama's actual actions and decisions, what they have said and done or failed to do, since December 2006, has set a national guideline and standard for all students and citizens across Fiji. Many of whom are already following in their footsteps, with increased corruption, rape, murder and theft. The Fiji Rugby Union is a family affair run by the corrupt, lying and treasonous dictator, JV Bainimarama, his brother -in-law, the convicted killer Francis Kean, who received full-pay while incarcerated at the naval base for only a few weeks, and his crooked cousin Alex O'connor.
Fiji's AG Khaiyum pays and bribes his puppet dictator and PM, JV Bainimarama, to allow him to run the country as he wants, while milking it of its wealth and resources and attacking indigenous Fijian cultural autonomy and land ownership.
Fiji's national debt has grown by $2billion since Bainimarama's 2006 coup yet poverty and unemployment levels are at an all-time high. Victims of TC Winston still live in tents despite $200 million in aid and donations. The people's hospitals are bare of medicines, toilet paper, utensils, bedding and equipment, while Bainimarama travels to China and India for medical treatment. The highly publicized new roads, free medicine, free bus-fare, free-milk and free schools, were scams to fool the greedy and less educated of society. Mother nature revealed the poor quality and deceitfulness of the very expensive new roads. Free medicine is not for all, mostly expired medicines, with $34million removed from the health budget and given to the military. Free bus-fare wasn't for all and has stopped. Free milk was not for all and many schools hadn't received their share. Free school still meant students had to buy or share text books or go without. Concerned parents who had brought text books were threatened, all this resulting in a very high rate of failure! Despite this, it’s the people and their children who will be the ones repaying the extravagant loans accumulated by the corrupt and lying dictatorship. While Khaiyum continues to borrow more to fund his and JV Bainimarama's greed. For this life of luxury, wealth, nepotism and free-rides [the lying, treasonous and murderer] JV Bainimarama is paid an annual salary of over $300,000, which is more than what the leaders of China and India receive. In addition, Bainimarama is paid $3,000 a day in allowances, earning more in just seven days than what our nurses and medical staff earn in a year! He and his family are also provided with bribes, free-rides and gifts. Yep, the puppet Bainimarama is paid to look the other way, with the promise of being protected from being arrested and imprisoned for his crimes of treason, sedition, rape and murder. Meanwhile, Khaiyum and his corrupt relatives and friends carryout their racist attack on indigenous Fijian cultural autonomy, tradition and land ownership. A shocked passenger, on a Fiji Airways flight to Sydney airport, took photos of an elderly passenger who had been forced to disembark the plane by crawling down the stairs.
Meanwhile, the useless ground staff, captain and crew just stood there and watched as the elderly woman crawled down each stair! Fiji Airways managing director and CEO, Andre Viljoen, stated that "the comfort and safety of all our passengers is paramount”. Yeah Right! This is why the woman had to crawl down the stairs, on her own, while the captain and crew just watched! Bainimarama and Khaiyum enjoy themselves by massively increasing the Public Debt by two billion dollars, which Fiji's children and grand-children will have to pay. Meanwhile, the people only talk and talk and talk, making it too easy for the two crooks to prosper.
Prof Narsey's article "Justice Gates throws out electoral challenge" highlights critical challenges that Fiji faces in 2017. A sanitized version of his article can be found in the Fiji Times, FT 31/12/2016.
According to Prof Narsey, an important electoral challenge was surprisingly indicated in Chief Justice Anthony Gates’ Submission to the Standing Committee on Justice, Law and Human Rights on the Code of Conduct Bill (read Mere Naleba and “Gates not happy with system”, FT 8 Dec. 2016). The corrupt Gates was apparently "disappointed that there wasn’t a constituency system in the new parliamentary arrangements”. This means that there is no mechanism in place that enables MPs to go back to the people who had elected or who hadn’t elected them, to get their feedback as to what they think is going on in Parliament. This, according to Prof Narsey, is a logical consequence of the “one national constituency system” imposed on Fiji by the unelected Bainimarama Government in 2013. Prof Narsey states that not having local constituencies clearly undermines a crucial benefit of parliamentary democracy whereby elected MPs who do not perform as expected by their voters, face the prospect of being rejected by the same voters at the next election. Opposition political parties and independent electoral experts had made this very same point when the electoral system, and the illegal Bai-Khai 2013 Constitution, had been forced on Fiji, but to no avail.
