What you will see is another round of nice suggestions, including the role of the military in Fiji which is basically whitewashed. What is missing is the appointment process of the people who should hold key positions in government and the military, and the effective controls needed to keep them in check and ensure they carry out their assigned tasks efficiently and effectively, while being transparent and accountable to the people. What is also missing is how the whole thing is to be implemented, managed and adjusted for improvements - a living and learning system that is improving each time. Instead you see is another round of bureaucratic structures with no effective controls and accountability. Therefore, another arrogant idiot can easily stage another coup to escape from the law and to save them-self and their supporters from prison and also rob the people of Fiij through self-serving decrees and corrupt practices. Another interesting point is the recognition of the supremacy of the Devine. This is great - but does anybody actually apply the Devine principals - a lot of people play dress-up on Saturday and Sundays and days of worship and say all the right religious phrases. But they actually perform and do the opposite on every other day. This behaviour is not restricted to a particular religion. But, thankfully not every person behaves like this. And what of the people in key Government positions. They need to be accountable for their actions and non-actions. If they do not produce the results then they need to be removed. The Public sector should not be a "job for life" employer. Career civil-servants tend to become complacent and arrogant when they are not subject to dismissal for non-performance. Employment should be based on best person for the job, irrespective or race, colour or creed. Their performance needs clear targets and measures with high reporting standards. From the President down to the ordinary civil servant. You can have all the best processes and policies in place, but if you dont have the right people in the key leadership roles to implement and monitor it, then you run the risk of systemic failure and having another coup! download the following file to read the NPCAC presentation to the Constitution Committee. 20121105-npcac.pdf Download File
